
Bud Philbrook, the president of American Volunteer, had paid a visit in October, 1995 to Shaanxi for investigating the possibility of sending volunteers to help China. After he went back, the communication activity of American Volunteer was sponsored up in Shaanxi. Seven teams of volunteers were got ready to arrive in Shaanxi Province.
Since April 1996, the volunteer activities have been developed so much that the international volunteer activity was written down on the government document.

In April, 2000, the president of American Volunteer Bud Philbrook wrote a letter to China president for congratulating the volunteer corporations and expressed that he want to join in the volunteer activity.
On May 1, 2000, the fist group of American Volunteer, lawyer volunteer, lead by Bud Philbrook went to China. Attended by many state juristically officers, lawyers and ex-governor of Minnesota, the group teached students law English, visited court and Provincial People's Conference.

In October 2001, the American Volunteer consisting of doctors and nurses came to Shaanxi.
From April 1996 to November 2004, there are about 111 teams with 1,300 people of American Volunteer have joined in 150,000 hours' obligatory work in Shaanxi for average 3 weeks staying. Their work covers from teaching oral English to further management training and making subject lectures up to donate money. By the communication activities, the mutual understandings and friendships are deepened up between America and China.
